Yikes !!! This thing has just flat out gotta go
Talk about a workflow killer .....
ESPECIALLY when...
1) You're working on, say, Layer A, you select a keyframe, to move the layer on frame 1
2) You move to Layer B AND do some work further down the timeline, let's say frame 500
3) You come back to Layer A and move the layer on frame 500
What you don't realize is that, even though frame 1 is out of view, it's still hi-lighted. So if you move Layer A at frame 500, it's also moving on frame 1.
I believe Jim Morrison would say something like "WE WANT THE TOGGLE AND WE WANT IT NOW"

Problem Solved !!! With 9.5 you can toggle on/off Relative Keyframing just above the timeline
