Yeah, it's the mask. Masking gets a little complicated when it comes to maintaining outlines on overlapping objects. I first encounted this issue in early attempts to recreate anime styled art in moho.

To correct this:

1. select the eye white layer in the layers window
2. click the duplicate layer button at the top of the window
3. drag the new layer up to the top level of the eye group folder
4. click on the shape select tool in the tool window under fill
5. click on the eye white object (it'll turn into a checkered pattern)
6. uncheck enable fill in the style window

I have to mention that the slow-blink is technically animated incorrectly since a human closes both the top and bottom lids when blinking. If we are going to give tips on animation we should make sure we teach proper human form or the new people will learn the wrong things right away. I understand the slow-blink shown is the easiest way, but the correct way would barely be any harder (animate the top lid down and the bottom lid up instead of just the top lid down all the way).
