Problems with layer animation

I have a character rigging, all the layers are inside the bone layer where I have the skeleton with the rigging. My problem is that I don't know what happened, but now it won't let me drag the layers to change their order in the animation. I drag them but they don't move. I don't know if it's a program error or if I touched something and I don't know what it is.
I've done a test by creating new vector layers in the same document and I've put them in a new group with layer animation active and in this case it does let me move. Does anyone know what could be happening?

Have you activated Animated Layer Order in the Bone layer?

Another question to ask: is is possible you have the layer order keyframed inside a Smart Bone Action? This might be overriding your ability to animate the layer order manually while the Smart Bone is active.

If so, I suggest using duplicate layers and visibility to animate the layer order in the Smart Bone Action instead. This approach doesn't create a conflict, and it allows me to manually keyframe animated layer order on the Mainline when I need it.

Yes, I activated it, in the end I got so crazy that I decided to do a trick and move on.

The truth is that I ended up so tired that I finally decided to do a trick and move on. I have to investigate what happened
