How do I fix my poor bones?

HELP FOR A NEWBIE, PLEASE!
I created a character and everything works, except the eyes and mouth do not move when I manipulate the head bone. Everything is inside the Bones Layer. The eyes and mouth are in Switch Layers inside the Bones Layer.

That's the only difference. The other Layers move with all their assigned bones.

What did I do wrong? And how do I fix it?

Select your Switch-Layer / In the Toolbar select the Bind Layer icon /
Select the Bone in the viewport to whom you like to bind the Switch-Layer...
