Just draw it, in any fashion you like. The trick with lightning flashes is that you additionally use some completely white and black frames, and maybe everything in negative for one frame, to create the illusion of lightning.

Experiment. Remember that lightning is short, so this is really a frame-by-frame job.

Do you mean lightning or a flash from say a camera? If its a camera flash, I would make a white starburst vector shape. Make it small and then scale it up over 2 or 3 frame to cover the entire workspace. Then switch off the visability on that shape. If you're looking for a lightning effect look at Guyver's technique.

the red/green beacons on the spaceship are one and two-frame bursts of colour inside the lens; plus a semi-opaque "flood" of colour, soft edged, masked to be constrained within the body of the ship. The white anti-collision beacon (front) has a gradient fill - white / black - that I rotate through 90 degrees in 1-2 frame bursts which also has synchronised semi-opaque white fill to illuminate the dome and the leading edge of the disk - again soft-edged and masked to be within the body of the ship . http://www.youtube.com/watch?v=GHnPfl42jes Say if you'd like to know more detail.
