I notice when I hit file>render, it pulls up the frame and it looks really cool. When i go to export animation, the character is not detailed like this. He doesn't have splotches and his eyes are not a gradiant halo. I'm missing a step right? Or is this how it works?

That depends on what FORMAT you use for export.
Fill Effects like gradient and splotchy cant be exported to swf for example.
Try Quicktime Sorenson 3 instead. That shall do.
