I am wondering if there is an easier way to make drawn and imported pictures have smooth bone movement. As of now, I know about cutting the pieces apart and doing it that way, but that can get a bit tedious.

Hmm... I think there is not another simpler way. You need to have the parts in different layers. If you import an unique image for the entire body, it will be distort by all the bones at the same time (for example, if you move arm, it will distort the head, belly, legs, etc).
I think it's actually the easiest way to create a good character. If you know a little bit of photoshop, gimp or any software which work with psd, it shouldn't take too long.
