Masking shapes while keeping outlines

I'm doing a similar thing to the tutorial which I pasted above, except I'd like to keep the border around the entire eyeball rather than have it overdrawn with the purple eyelid. Is there a setting somewhere that I can mask but not mask over the outline?

I guess I can make a layer on top with just the outline and no fill, but it seems like a makeshift solution when there should be a better way.

Select the entire eye group, and in the Layer Settings for the group, go to the Shadows tab, set Offset and Blur to 0, and Expansion to the desired width of your line, and set the colour opacity (Alpha) to 255 (completely opaque).
You may have to do each eye separately.

It's a little bit of a workaround, but it works.
