I have taken a character from ASP 9.2 to 9.5 and then created a bone folder and want to work in the nested layer technology.
I've created a head turn action, where this also works, but not on the timeline.
I'm already think about since days on the problem and find no solution. Can anyone help me?

By default, 9.2 files (and previous versions) haven't the "Nested layer control" activated, so you must check it by hand. Just go to the bone layer proprieties > Bones tab > Allow Nested layer control.
Repeat the process with all the bone layers and sub-layers involved in your character.

I have all bone layers checked and the sublayers too before I posted my file. But nothing works. That's what make me crazy.

You may have to go back to scratch and redo the smart bone actions.
I played around with it and can't figure out why it's not working. There seems to be some strange things going on.
For example, when activating the "Head-links" smart bone action and then selecting the effected layers it "deactivates" that action. It appears that the "head-links" action which is the head turning action, it's not properly linked to the head actions.
Doesn't look like things are set up correctly but can't say exactly what's going on.
Oh, then it could be you have the group or vector layers bound to a bone. When you bind an entire layer to a bone, it loses the smart bones influence.
I don't remember exactly how to solve it, but try with the menu Bone>Release Layer or Flexi-Bind Layer.

I linked the whole CLAIRE KOPFGRUPPE at once to the headbone.
After that I create the headturn bone and made the action Head links.
Maybe that's the failure?

Yes, it works! … so almost.
I rebinded the headgroup and than I have bound the sublayers individually. Now the headturn works, but without the mouth.
The reason: The switch layer for the mouth (Münder links rechts) can not bind to the head bone.

You must bind the points instead of the entire layer. If you are working with smart bones, NEVER bind a layer (that's the conclusion I got after some suffering ).
Actually, with the ASpro 9.5 features, there's actually no need to bind a layer. You can bind points and use selective flexi-binding for images or vectors. That covers most of the needs.
I think layer binding must be "re-designed" to work with smart bones. It's a concept which used to work before 9.5, but not anymore.
