How do I create a sketchy, jittery look to my animation?

I am trying to add a "sketchy" effect to my layer by adding noise. However, after applying this setting, it doesn't seem to create the desire effect. Can anybody explain the interplay between adding "noise" to keyframes, as opposed to adding noise to the layer itself? Neither one is giving me the desired effect of making my characters' lines pulse and move.

Okay, so I finally figured out--after playing with it for hours--that I can get the desired effect by playing with the vector options on the layer settings. But I also have to highlight the eyedropper tool to see the effect render. This seems almost like a bug. Can anybody explain this? (I am working on a Mac)
