modify particle speed

Hello. Is there a way to modify the speed of particles, for example to make rain slowly or fast for a period of time?

You could do it by making two identical particle layers that run at the same time, but one of them has a lower velocity. Then you control the visibility of them to make the faster one disappear while the slower one becomes visible. I tried keyframing the velocity aspect of the particle layer, but it doesn't put in a keyframe.
