change the speed of an action inserted into the timeline

I made a detailed flight cycle action for a bird. is there a way to insert the action into the timeline and change its speed so I can very how fast the bird flaps its wings?

"Officially" you can't do that, but since version 9.5, you can use a Smart bone for remapping time, check this thread:
