My characters are "twitching" i guess you could say... help?
I have just started animating about a couple months ago so this isn't the best, but then again it isn't horrible. But as i am working on my cartoon small things keep happening. Like at the end of the youtube video i have added my characters arm keeps twitching.. but the arm isn't moving at this point on the timeline.. i would be happy to send someone the file so that they could help me figure out what is wrong. So on the video the part i am trying to figure out is the very end. My characters arm just moves back and forth and im positive that it isnt on the timeline. If anyone can help me i would appreciate it so much.It has been doing it with all the characters that i have created recently. It looks like it's gradually moving less each time, I can't tell because it cuts off, but does the arm eventually stop? At any rate, you might want to check the interpolation type on your key frames. (is the keyframe just a gray circle (smooth interpretation) or does it have some kind of line through it. It looks to me like you might have that last arm movement set to bounce.

I can't find anywhere where it shows that it could be set to bounce. Also its only the right arm that does it. No other body part. Also it doesn't stop i don't think if i let it play it'll keep going. Is there any way that i can send you the file on here so that you can look at it?

You'd have to share it with some file sharing site like dropbox. Sure, I can take a look at it, although I'm not on my system right now, so I won't be able to check until later today.
Also, if it's not coming from an interpolation setting, you can try selecting the arm bones in question and check to see if you have enabled bone dynamics? That could also result in a springy action.

Thats fine! I'm going to paste the link of the file below. Also i didn't have bone dynamics on before but after i posted this i turned them on but it made him move like a noodle hahaha so i turned it off. But here is the file. I appreciate you taking the time to look at it and help me out.

In that file, the bone dynamics in the shoulder are on.
Make sure you go back to frame zero to turn them off, or it will key a the on/off for dynamics in your timeline.
There are a couple of other oddities I could suggest fixing when I have a little more time to look at it, but that should fix your wobbly arm

I didn't download the file but the legs are floating or drifting a bit also.
Let's say you want a leg bone to stay still from frame 12 to frame 48. You would create a key on frame 12 then copy and paste that key to frame 48. In other words, the keys at frame 12 and frame 48 must match.

General beginner animation technique aside, I would say the bigger problems are in whatever's going on with the arm and hand layers.
Here are a couple things after looking at the file that I would advise against.
Looks like you lengthened the arm by scaling the Layer. I would suggest always trying to adjust your images by scaling the points whenever possible. Especially if you're not maintaining the same proportions. You can get some odd warpage when a layer scaled on one axis rotates.
Secondly, I was trying to figure out what was happening with the hand coming off the wrist. One thing I notice is that you have keyframes for layer rotation and transform on the mail hand layer. This is in part counteracting where the bone angle is telling the hand to be. Also with bone strengths set this way I think it would help if the forearm bone extended all the way down to the wrist.
I also notice you've got both characters front biceps layers (Shoulder R) Layers actually below the torso in layer order. So the top of the arm is going behind the back, and the forearm is going in front. You should slide that layer up, (or if you've kept it this way on purpose some reason? Then be careful not to extend the elbow past the side of the body. (frames 132-336)
