Let's say you've got a bald guy, but with very short hair on the sides. Like he shaves his head once every week or so. I'm looking for a "spray on" look for head or facial hair, which doesn't modify the shape of the face/head the way a full head of hair or a beard would do.

You've probably already thought of this, but whenever I have to represent a shaved head, I just use a transparent grey overlay.
You can't have everything. Where would you put it?
