Like everything else, there's more than one way, depends on what you want, I think it's come up more than once on the forum. You could just use physics. Otherwise, here's a very simple example showing another principle, I'm sort of embarrassed to post it (you'll see why, going through a bad period), but https://dl.dropboxusercontent.com/u/961 ... heels.anme. Move the cycle keyframe on the bone layer closer to frame 1 to increase rotation speed.
