That will work, just make sure that you create the action while the parent group/bone layer is selected...

all you have to do is drag a layer to a different position on any frame other than 0 (once the 'enable animated layer order' (or whatever it's called) is enabled) - this will create a keyframe on the timeline.

Double click on bone layer or group layer and select "allow animated layer effect" checkbox, after that "depthBox" tab appears whene u can select "enabled animated layer order"
