Is there a way to change/the frame rate? I want to try frame by frame while still using bones.

This is a pretty confusing question... more info needed!
The project frame rate is set in 'project settings'
The fbf frame interval is set with the drop down next to the add/remove new frame icons above the timeline - this will only change intervals for new frames created.
the general frame timing is set with a drop down next to the onion skin button - this will effect the intervals of new keyframes. To change the intervals of existing frames select them and right click - change their interval.
for example, to mix fbf on 2's with bone movement, make sure the main key interval is also set to 2. Make sure everything starts and stops in the same '2' otherwise they will stutter (i.e. one will move on odd frames, another on even frames)
