Layer Comps don't come in with referenced rig

Layer Comps don't come in with referenced rig
I rigged a character and then setup Layer Comps for my render passes. When I referenced this rig into my shot scene, the Layer Comps didn't come with the rig. Is this by design or a bug? It'd be nice if the Layer Comps came with the reference.

As far as I know, layer comps are a project property, not a layer property.
