AS Pro 11.
I just selected 15 layers and clicked on "group with selection", 9 out of those 15 layers got grouped the rest simply stays outside the group. Happens quite often to me, maybe all the time.
Also related:
Drag 15 layers and drop them into an empty group only moves 9 out of those 15 inside, the rest again get lost.
BUG:"Group with selection" does not add all layers selected.

I'm not able to reproduce this bug. Are you working on 11 or 11.1? Maybe 11.1 already fixed it.
