Is there a tutorial anywhere explaining the Bone Offset Tool?

Thx.

The bone offset tool is a legacy tool. It isn't really used anymore because we can flexi-bind layers now. In the past, we had to break layers apart and use the offset to combine then so that bone influence was isolated to specific layers. These days we can assign bones to specific layers, thus avoiding the entire offsetting mess.

I still find some uses for it. For example, if I have a rig that's getting a bit too complex and messy in the setup frame, and I don't want to hide bones, I might use the Offset tool to get certain parts of a character out of the way.

It's not needed nearly as much nowadays because of Flexi-binding but I wouldn't consider it 'legacy' quite yet.

It still can be used for some tricky complex rigging, but that tool is mostly useless in last versions.
