Modify Luminosity of layer?

Is there a simple and quick way to alter the luminosity of a layer? Better yet if over time, animated.
I want to bring the luminosity of a background down. So far the only way I've found is to add a solid black vector layer over it and give it a lesser degree of opacity, but I feel I'm missing something. Thanks!

Try applying a Blending mode to the layer with the solid black vector.

There are many threads about it, sadly many of them are old and the images linked don't work anymore. Anyway, there are some good info and tips on them.
