Transforming multiple frame

I made walking animation ,now i want to duplicate this at other location but seems i can't get this relative keyframing work.
i have selected frame i needed and tried to transfrom with transform bone tool even layer but seems doesnt work

but first, what are trying to do?

Translate layer across the workspace?
Copy and paste keyframes
Or are you trying to make a cycle?

For relative keyframing, you need to select all the keyframes you want to move.
