Change the bone pos wit offset
Is it possible to change the bone position with offset without moving the layers after the bone has been bound to points/layer?

Use the Translate Bone tools to re-position any bone during animation. This can useful in areas like the shoulders or hips.
If you're used to animating with 3D rigs, it might seem weird to 'break' the bones like this but it's actually common practice in 2D animation so you can get exactly the poses you need for a scene. (Actually, I sometimes do that in 3D too.)
Or do you mean you need to animate the bone's relative position while leaving the artwork in place? That's an unusual request and much trickier to pull off. Normally, you could slide the artwork or the layer from the bone the change how the bone deforms it, but then you would have to counter move the art to make it appear to stay in place. I'm not sure you can do this the other way--that is, sliding the bone away from the art once it's bound.
Coincidentally, I needed to do just that about a week ago and wound up working around the problem with a Smart Bone Action. It was pretty scene specific and not something I normally incorporate in a rig though.
If the latter is what you wish to do, just curious but why do you need to do it?

Not that complicated I just had problems placing the bones exactly in the middle of the joints. They weren't rounded and I already had smart bones etc in place. After I made the joints round I just used release layers and points. It cost me some of the work I'd done but I figured there wasn't any other way.
