I wish to turn off the visibility of a layer at a certain point in the animation.
I have the option "Allow animated layer effects" turned on, but I can't seem to set a keyframe for visibility of the layer.
I did a search for the term layer visibility, but the only things I found related to smartbones.

Are you on a frame higher than 0?
Keyframes don't appear for a channel until you set a keyframe above 0. When you set the key, you will see a keyframe at both 0 and that keyframe.

Just in case ... It's not the eye icon in the layers window that you need - there's a layer visibility box in the layer properties (where you found the 'allow animated effects' checkbox) that needs to be set or cleared to animate visibility.
