Update is expensive then full version

I tried to update
Update from 8 to 12 = $ 269.99
New Purchase = $ 239.99

that new licence is on sale at the reduced price until June 14, 2017 when (I assume!) the price goes back to $399.99 ...

Seems like I'm a bit late for the sale...
Do the sales appear in some regular scheme or it's just random?
Cause I don't know should I wait for the off price or just go straight and to the purchase the update there.
