Entire Action not animating

I created an Action in which 4-5 layers are animated. Playing back the Action, all looks good. All layers affected by the Action are in the same group. However, when I insert the Action into the Main Timeline, only one of the layers' animations are performed, the others just sit there. If I go back into the Action's Timeline again, sure enough, all the layer actions are there, and perform correctly. So why does only one layer anmiate when I put the Action into my movie?

Are you inserting the action from the highest group layer of the action?

I thought I had, but I decided to start over being very careful and that was indeed the problem. thanks!
