How do I draw bitmap?

I just updated to 13.5
How do I make a bithmap layer that I can draw on it?
I tried Image Layer but it pops the window to choose an image to import

There is no bitmap drawing tools in 13.5. The ones in 13 were poorly implemented, so they've been left out for this release. Use 13 if you need them.

Bitmap painting was removed for re-evaluation, and may return in some form in the future. For now, you can still import bitmap images, including layered PSD from external painting programs and FBF animation programs.

If you don't have Photoshop, and don't want to spend a lot, I highly recommend Krita. It's does painting and bitmap FBF, and it's free (but donations are welcome.) Works great with Moho.
