Was just wondering whether it is possible to create bitmap layers you can paint on directly using brushes in moho?

Moho 13.0 had paint tools but the implementation was incomplete so it was removed in 13.5. The devs are re-evaluating this feature and it may come back some day in an improved form. TBD.
In the meantime, you need to use an external program and import the images to Moho. This is actually a pretty good workflow once you get the hang of it.
For example, the artwork for some of my early Moho animations was painted using an external paint program and imported to Moho, with some enhancements using Moho's vector tools. (See the All Hail King Julien and some of The Croods footage on my 2017 demo reel and my Puss-In-Boots reel.)
For bitmap art, I like to use Photoshop on Windows and occasionally Procreate on iPad, but sometimes I like to use a free program called Krita. In the paint program of your choice, break down your character's body parts in layers. If you use Photoshop, I recommended using a free script called Photoshop Export Layers Fast, and if you're using Krita, there is a native Export Layers script that works well too. All three programs, Photoshop, Krita, and Procreate, also let you do bitmap FBF animations that you can import to Moho as image sequences.
As mentioned earlier, I like to mix Moho's vector layers with the bitmaps. For example, you can create shapes in Moho and fill them with bitmap textures using the Image Texture effect, or you can use a layer with masking. (The Puss-in-Boots rig was created this way.)
