I guess it depends on what animations do you plan to make with that character, there are many ways to do it and it takes a little bit of trial and error, but I remember that this animator always worked with 360º hoodies so maybe you can check his videos and see how they work.

I did a hoodie-down character recently as well as some helmeted characters. I did the 180 using 'reveal all' masks. The smartbone that turns the head not only changes the shape of the hood, but also moves the 'reveal all' mask to the side in order to adjust the opening to the rear of the hood.

Layers:

-Hoodie Front Group - reveal all
--Hoodie Front
--Hoodie opening (mask layer, subtract, keep invisible)
-Character face
-Hoodie Back Group - reveal all
--Hoodie interior
--Hoodie opening (left/right, subtract, keep invisible)

So in the face-forward position, the hoodie front opening mask is dead center. The hoodie back opening has two similar masks, but in a pairs with one on each side. As the face turns, the front hoodie opening moves to the side until it slides off the hoodie front. Just as the hoodie front opening starts to slide off the front, the hoodie interior opening starts to slide into place, to create the impression of the curve on the opposite side.

I managed to get this to work with an open-face helmet, which is simpler and a little more rigid. A hoodie may need a few more adjustments along the smartbone timeline to account for its flexibility.

(I'm at work, so I can't show much right now.)

Are you wanting to use a bitmap image as show shown in your pic, or is this a template you intend to draw over?

Regardless, you need to separate the backside of the hood from the front. This allows the head and hood to turn and move separately (i.e., the hood turns with the body, not the head.)

To make this turn using bitmaps, use a mesh to warp the front center of the hood (the part under the chin) to the right or left, and a separate mesh to warp the back side of the hood in the opposite direction. This method is probably most effective up to a 3/4 view, then you might need to switch to a separate side view. With a little cleverness, you might be able to get the side view to warp to the 3/4 view, making the rotation look smoother.

With vector art drawn in Moho, the same principles apply but it's easier because with vectors you can completely reshape the drawings. In fact, depending on your designs, it may be possible to smoothly animate the hoodie all the way to the side view. If you want the vector art to look rendered like your image, consider filling the shapes with texture maps.

Also, this sort of thing is much easier to do if there are no outlines, so you may want to consider this in your designs.

I have been trying for the last 2 days but no luck and I don't understand what you mean about hoodie opening?
if you give me the hoodie file Then I could observe better

Maybe you should train yourself a bit with masking first, until you're familiar with that workflow.
