Bones not adhering to the image
I get into an unholy mess sometimes with bones not adhering to the image. I cant understand it when everything else works. Followed the tutorials and for the life of me dont understand why one set of bones for example on an arm, dont affect the image its supposedly bound to. The bones are all on one layer. The other limbs are fine. What could I be missing ? I have tried binding and unbinding to no avail.

Ok its now working.

Using a pen instead of a mouse shouldn't have any effect on binding so it's probably something else.
I'm not sure what happened but it looks like you're using the Bone Offset method to bind your artwork? There's nothing wrong with that but it's an old method for limiting the influence of certain bones on certain body parts.
IMO, a better method is to use Use Selected Bones For Flexi-binding from the Bones menu. This method allows you to bind the artwork 'in-place' (i.e., with no-offset) to specified bones while excluding all other bones. I recommend this method...it's easier to work with and is more reliable for the type of rigging your showing.
To use this method, select the body part artwork layers you wish to bind (you can select more than one layer,) select all the bones you wish to bind the artwork to, and then choose Use Selected Bones For Flexi-binding. That body part is done, and now you move on to the next body part.
For example, if you're rigging an arm: Select the upper arm layer, the lower arm layer, and the hand layer, then select the armUp bone, armLo bone, and hand bone, and then choose Use Selected Bones For Flexi-binding. You'll find that moving any other bones in the rig will not affect any of the arm art. You will however still see the effect of the arm bones on the body, so now you repeat these steps for the body artwork.
Also, for the tail of the coat, I would draw that straightened instead of curled and rig it that way. When you're animating something like this, it's always easier to curl the artwork with bones than it is to straighten it. Animating this part using Sketch Bones should be easy and fun.

Yikes! That salesman is super creepy! (And I mean that in a good way.)
Sorry, I mistook the drawing as part of the coat...didn't realize it was...well, I don't want to spoil the fun. The technique I described for this example is still valid though.
