I have a filled rectangle to which I want to add a line width (black in color). So with my rectangle selected as a shape, in the Style window I clicked Enable outline expecting a black outline to appear. It did, but only on the top edge of the rectangle. What's going on? (It's a closed shape; otherwise it wouldn't be filled.)

Did you use the "Hide edge" tool on those parts of the shape? (this is the line icon under the shape editing tools are in the tool pallete).
Have you possibly set the width of the line on those points to 0? They kind of dissapear... but you would get little "pointy" things on the ends.
Are there any other shapes "connected" to that shape that might be above it and covering the lines?
A quick way to test it would be to select those points and reset the line width then delete the shape and recreate it.

No. In fact I just opened a new file and made a rectangle. When I "shaped" it with a white fill and a black, one point background, only the top edge got the color.

I can't even set it to zero if I wanted to. If I set line width to zero and hit Return, line width fills with 0.25.

... uh... er... the line width tool... not the line width setting in styles.
You can set a point to be 0 width with the line width tool... the line width style is the "default" line width if the "line width" is not set... You can't set that to 0... but you can set the line width to 0 using the tool for that.
... really need a different name for these two... maybe stroke width or something?

Anyway... i did the exact same thing writerhoward did and the stroke is visible around the shape... there is no way to only have a stroke on "one side" with out using the hide egde tool or the line width tool.
This is either a bizarre bug... or possible... user confusion somehow?
Would like to screen shots if possible... or the actual file.

Line width set to "1" and the view zoomed out... it does look sort of like there is only a stroke visible on portions of the shape... but this is a "screen illusion" due to pixelation and resolution.
I think there is bit of... user error... or possibly confusion happening here.
I would have to see the file in question or at minimum a screen grab to know for surre.
