Is anyone having trouble with rigging Vitruvian bones since the last update? Here's the issue. I make the artwork for arms, I make the bones for the arms, I select all 3 bones for the arm while the arm layer is selected and I go to bones and hit "use selected bones for flexi-binding".
It doesn't bind with the layer at all. All that moves are the bones. The layer doesn't move. Am I the only one with this issue? Is Vitruvian bones done different now?
Any help would be appreciated.

It should work. Some thoughts...
Check that you you don't have some other binding method applied that's overriding the Flexi-binding, like Layer binding for example. For me, it's always quicker to reset the binding than to try and figure out what went wrong. Just select your layers and choose Reset All Bone Rigging. This resets the selected layers to the default Flexi-bind mode and you can easily reset it to Selective Flex-bind from there. (Be sure to have at least one layer selected; if you don't select any layers, Moho will assume you want to reset the entire rig.)
The other thing to check is to make sure the Strength of the bones hasn't been dialed down to zero. That one still trips me up because I always set all my SBDs to have zero bone strength and sometimes I may unintentionally have a rig bone selected when I do this

I can confirm that it is working well here on the 13.5.5.
If you link a file we can tell you what's wrong.
Right now it looks like a problem with the flexibinding and not the vitruvian bones feature. I mean, you can check if the bones can move the drawings before grouping them into a vitruvian group. If it's not what Greenlaw said, maybe your drawings are not actually inside the bone group?

Just to be sure, I ran a quick test in 13.5.5 and, Vitruvian Bones with Selective Flex-binding definitely works here.
BTW, even though Selective Flexi-binding and Layer binding are used to determine which art layers belong to each Vitruvian Bones group, activating Vitruvian Bones by itself shouldn't affect the binding state in each group. So I think this is actually a binding error and not a Vitruvian Bones error.
To check your binding, remove the Vitruvian Bones groups by clicking Ungroup*, and test that Selective Flexi-binding is working properly for each bone chain.
If the binding is correct, try activating Vitruvian Bones again. When activating Vitruvian Bones, be sure to select only the first bones in each bone chain, and make sure these bones share the same parent bone. This tells Vitruvian Bones how the groups are separated. Once activated, Moho will hide the art layers associated with each hidden bone group.
*Update: Actually, you can temporarily disable a group by selecting a Vitruvian Bone and unchecking Enabled. Sorry, I totally forgot about that option. However, you may as well use Ungroup and re-do the group just to be sure you have it set up correctly.
