I used the panel mover with independent angle, but not the leveler. Great technique, thanks for sharing!

Yeah, I found the Leveler bone is very effective for getting a panel to follow a character, maintain relative distance/position, and for keeping it properly oriented. Also, I can parent multiple panels to the Leveler, and because each panel has its own Mover bone, they can be repositioned individually at any time.
I regularly have at least two panels--body & face controls--but have done this setup with as many as five bone panels. When I get that many panels, I start using adding boxes and notes around each panels to make the grouping and purpose clearer.
