Don't layer bind a group layer whose children you want to access with smartbones, because layer binds block that access to their children. Instead, layer bind each children. I think you can easily do it for multiple selected layers at once.

I think Moho would greatly benefit from a warning system. They are very useful in other programs, making them way more friendly because it makes them autoexplanatory. For example, if Moho detects that you are layer binding a group, "warning: layer binding a group prevents you from accessing their children layers with smartactions. To avoid that, layer bind each children instead" "OK - Don't show this warning anymore"

oh but do you have a bone layer only for the eye? intermediate bone layers also create similar limitations. You images doesn't seem to be correctly uploaded. Anyway, instead of images we can always help much quicker when we have a project file. You can use any cloud storage service like onedrive, google drive or dropbox, they let you create a link to the file to share it.

Yeah now I understand.

Your have drawings (eyes, eyebrows, pupils) point binded to bones to animate them that way. To be able to control those with point binding, you have to deactivate layer bind for those layers. You don't need it, because you have them already point binded to bones, so what you need to attach to the neck bone are those bones. Specifically, the three bones in the middle of your eye rig, that are the parents of the rest, need to be children of the neck bone: select only those three bones and with the parent bone tool click on the neck bone.
Note: It could be useful to create a "head" bone, to be able rotate the head over the neck. In that case parent those three bones of the eye rig to the head bone and the head bone to the neck bone.

The rest of your head drawings, like the face shape, the nose, the ears, or the mouth, that are not rigged, can be layer binded directly as I told you until you want to point bind them to some bone. The hair layers should be layer binded directly too, instead of binding their group layer like you have now, at least if you want to be able to animate those hair layers with a smarbone. For example, to make a head turn smartbone dial. Otherwise, there will be no problem.

Layer binding does cut off anything below it from the bones layer above it. This very useful when that's what you want...I use this routinely for mouth and hand switches, and any accessory that doesn't use bones.

If you wish, you can add another bone layer inside the group that has Layer binding, but I normally recommend against this because it means you will be animating bones in multiple layers, which IMO is not a very efficient way to animate a character.

It's better to use Selective Flex-binding or Point Binding for every layer inside the group. That might seem like a lot of work but if you use Selective Flexi-binding, it's really easy because you can select multiple layers and bind them all at once.
