Unable to Edit Smart Bone Actions After Adding Layer Binding

Hi,
I am trying to create a simple eye rig, so have created two smart bone dials for movement of eye brow points. It works fine until i add and bind a new bone to the group layer of the eye. As soon as i bind, it does not let me edit the bone dial action (the eyebrow points properly, .. they jump to another position when i click on them).

I dont know if its a bug or am i doing something wrong here. As far as i know, the bone is bind to the layer, and not the points, so the points it should not interfere with the manipulation of points, but it does for some reason.

To reproduce this i have created two files.
Test File: There are two smart bone dials. Go to any smart bone action and try to edit the eye brow points, it works fine.
Test 2 File: Its the same file along with a new bone bind to the group layer of eye Go to any smart bone action and try to edit the eye brow points, the points will jump.

Any bone influence in an intervening layer between the smart bone and what it controls will interrupt the smart bone's influence.
So binding a group to a bone will keep the smart bone from being able to reach that groups' sublayers.
What you want to do, instead, is bind the individual sublayers instead of the group.
