Layer Selector not working!!!

Hey everyone, hope you all are doing great,
I've came upon an unexpected speedbreak, in following file layer selector is not working (while in other files in my computer it is working). Can anybody figure out why?

not a solution or even an explanation yet... but ...

moving stuff (e.g.) the group R Shoe or the whole Right Leg out of the Nezuko group _does_ allow the shape picker to work.
creating a new vector layer outside the Nezuko group with a few shapes also allows it to work; but moving that same layer into Nezuko (as a direct child) breaks the shape picker.
I've turned off animated layer order in Nezuko and the two Leg top level groups but shape picker still fails.
I've deleted ALL the bones in Nezuko (all 200 or so of them), shifted the leg groups out and added a single vector layer in the now "bare" parent group.. and shape picker still won't find the vector. ( It took a few goes to delete all the bones from the original - select all and delete didn't do it - I had to disable all v-bones; select "some" bones and delete them; repeat until all gone...)

Finally, I moved the two leg groups out of Nezuko into a new top level bone layer and copy/pasted what I thought was all the bones into the new layer... and shape picker works. However, when I looked again, the V-bones had not been copied.

So .. I'm thinking that there is something seriously "weird" about the Nezuko group layer itself that's preventing the shape picker from choosing a layer at the mouse's actual screen location. (It's a very simple tool, it just calls view:PickGlobalLayer(screenLocation) -- screen location seems ok, but as things don't work even though I've deleted all the bones (yes really all of them) ... duh?!

(can't spend more time on this right now ... maybe someone can pick it up in the meantime?)

Thanks hayasidist, for taking out time to check my rig out. It's still not clear tome what is causing Nezuko's layer to behave in this weird way. But your insight in this has definetely helped me out like where it is needed to be looked exactly. :)

There has a very simple explanation / solution.

The outer-most Group: Nezuko has "Ignored by layer selector" set - which means all child/descendant layers inherit that.

This is so embarrassing at this level to be that careless. I don't know when it turned on and checking that didn't even cross my mind :oops:

you and me both with the blushes ... a poor excuse, but that "hide" checkbox is a relatively new addition (just to add to my shame, I can't even recall in which 13.5.x it did arrive !!)

Actually I use that feature for quite a while now but I never ever had turned that on for bone layer, so I don't even properly recall when did that happen. But surely a poor excuse :)
