I would like to use the gradient stroke effect in conjunction with a a brush. I see that the brush seems to overwrite the effects as the effect only seems to engage when no brush and style are at none. Is there a work around ?

Can we apply "stroke effect" to a brush?

Sure...
Note that this is one of the effects that does not show a live preview in the Workspace, but it renders fine.
So, when in doubt, Ctrl+R.
