I'm not sure if this is possible but here we go:
I have a vector layer consisting of a group of shapes A animated within a group of static shapes B.
I need the animated group A to be placed somewhere else within the composition. That means moving all those points but they are already animated and doing their thing. Is it possible to move a group of points or shapes without altering their initial animation relative to themselves?
I hope I explained that correctly.

If this group of points is on a different layer than the static points: yes, possible. Just put them into a group layer and move this.

Have you tried the Relative keyframing option on the timeline?

Yeah, it's an incredibly useful feature. Just remember to deactivate it when you finish editing the range, or it can really mess up your animation later.
Also, it doesn't work for bones. In this case, I just place the Bones layer inside a group and transform the group.
