Best way to animate a real walk

Hi, I'm trying to figure out the best way to animate these legs of an anthropomorphic wolf. Look at the video I recorded, I would like the leg selected in red to stop when it reaches the ground and stay still at this point until the other leg goes far enough forward to walk. Like in real life, one foot stays stopped and the other one moves. It sounds easy but I can't do it. I'm also trying to make a leg bone target but I want the character to move. Thanks!

The most common approach for targeting bones:

You may add an Independent angle to the feet so they stay aligned with the floor. Animate the Target bones and adjust other bones to your liking.

I do what Maestral suggested, but one additional thing: I deactivate IK for the thigh bone and set that to use Independent Angle as well.

This means I need to animate the thigh bone manually, but I find this a lot easier to set up and animate with and more precise than relying on IK for the entire leg. I use this setup for all quadruped characters, whether they're walking on fours or on hind legs only.

Tip: Use Manipulate Bone to animate the lower leg with the target and IK, then press-and-hold Alt to angle the thigh bone. This shortcut makes Manipulate Bones work in FK mode. Like so...
