Hi.
Build this simple rig:
1. Create 4 Bones A - B - C - D . these are free and not parented to other bones. Bone A directed to up.
Put them in places so B is above A and D is Above C
2. Set D as target of C
3. Build smart action with A that rotating to right make D move to right.
4 . If you check the action it works
If you set B as target of A and move B the action works But C not targeting the D and Just moves to right.
Why if smart bone target to another bone the bones in action lost their target?

Has anyone tried this yet? It's very strange. It doesn't make any sense. It caused my rig to stop in the final stages.

I didn't understand your explanation about your build (I don't speak English), and your associated file was deleted.
But regarding the target bones I see your problem very well, this problem prevents me from making more complex builds and it's been a while since I talked about it here.
Apparently the target bone stops being followed if you move them or if you move or compress the follower in a smartbone.
It will work inside the smartbone, but as soon as you return to the classic timeline, nothing will work anymore.
This is really something that frustrates me, because I still haven't found a way around the problem for years.

Thanks. I thought I am alone. That's so weird so I tried to change my rig . That was a face rotation rig and changed my view to solve the problem.
Hope developers solve the bug in the next version.

does the following work for you?
as you want bone B to move bone A so that SB action A moves bone D which rotates bone C...
... remove the bone D motion from SB action A (delete SB action A if it only has D motion); keep bone D as the target for bone C; keep bone B as the target of bone A; additionally make bone B the position control bone for bone D
??
