is it possible we make a rig entirely with curver layer?

That's a very open question, so here's a very open answer: sure, why not?
Interesting idea, though. IMO, using only Curver is not a practical way to rig many things, but that depends on what you're trying to rig and how you wish to animate it. For some things, using only Curver can be a better choice than using only bones, or only meshes. Fortunately, we're not limited to using only one tool for rigging.
Are you considering using only Curver as a personal challenge? For what type of character? A snake would be easy, so I'm guessing you mean a 'regular' biped or quadruped? Does this mean you also can't use Smart Bones in the challenge?
