Hi. I recently faced a problem and trying to post in general forum but I discover the answer so I share it here.

We have a simple rig of 3 bones: bone A/bone B that B is parented to A and third bone S for smart action. If you activate bone dynamic like angle dynamic for B and in and create a Smart action for S so it rotates the B ,the bone dynamic will not work any more.
So you should put an extra bone D between A and B
Parenting : B to D to A
And rotation of D will turn B but the bone dynamic works well.

I am playing around with some setups at the moment and am having a lot of issues with dynamics not working anymore once I start using actions. I have a set up like Hamedss suggested and the dynamic bones don't have any keyframes inside the action. The dynamics also work within the action itself so when I have the bones moving, the dynamic bone behaves as it should. Once I go back into the Mainline though, the dynamics don't work anymore.
It is driving me a bit nuts because I don't know if I am doing something wrong or if there is some kind of bug that somehow maintains transforms on a bone even though I have removed everything I can. Does anyone have experience or tips when working with dynamic bones and actions? Are there any flat out do's and don'ts?
Someone here could troubleshoot the issue if you post a project that demonstrates it. You don't need to include the art or any extraneous items; only the stuff that's broken. Otherwise, any response is just guesswork.
