change the root bone?
I started testing body parts and made an arm mones setup first, then after tweaking it to niceness realized i still had to make the rest of the skeleton. I made the rest, but now I can`t seem to use the reparent tool to change the root bone from the shoulder to the bottom of the spine. Do i need to start all over? Or can you reassign which bone is the root?

Try this:
With the “Add Bone” tool draw the arm bones (maybe upper- and lower-arm and a hand).
Deselect all your arm bones.
Then choose the “Add Bone” tool again and draw the body skeleton,
(maybe a root-, a body-, a shoulder- and a head-bone.
Deselect all bones again.
Select the “upper-arm-bone” and tick “Reparent Bone”,
then tick the “shoulder-bone” -
this connects the “upper-arm bone” to the “shoulder-bone” and the rest of the skeleton.
In this way you can connect/reconnect/assign/reassign any bone in your skeleton.
Cheers

when you are adding bones just must select the new parent bone pressing ALT in the keyboard.
for example, you are creating a body, so you start adding a bone for the trunk, then the neck, then the head.
now you want to add bones to the right arm, so you select the trunk bone keeping press ALT, the trunk bone will be red now (now this will be the parent of the new bone you will create), so you add the right arm bones.
to the left arm, you select again the trunk bone using ALT, and add your bones.
for reparent bones, you select the reparent bones tool, and select using ALT the bone you want reparent, then select (without alt) the bone you want that be the new parent.
if you clic on the workspace, the bone won't have parent
