If I select a soundtrack, by default it will start at frame 1. If I want the soundtrack to start; say, at frame 24, how do I move the soundtrack over to start where I want it to.

Really it starts at the fist frame of your start frame Project Settings value.
If you want to pad the soundtrack you can insert a silence or search for a script from 7thfeet from long time ago (I think...)
If decide to insert a silence use audacity.
