The talk is not important, but they show some shots from the actual Flash animation files open. I learned that a) it is as complicated as I expected, and they do many more keyframes, and b) they do the body turns with separate characters, as expected.
The small example animation shows complete 360° body turns.

That was interesting - cheesy - but i bet the same style can be achieved easier in AS... you might think cartooning is more rigid if you use a bone system but if you use plenty of bones (i'm imagining rigging an arm with multiple bones like a tail, rather than 2 bones like a human) you can puppeteer the squash and stretch by moving the bones around... hmmm something else to add to my list of experiments.
