Grid moves with layer

I'd never really used the grid much before, but I'm doing an animation where it is very useful for lining things up, and I've just noticed for the first time, that the grid moves when you use the layer translate tool. Likewise when you use the layer rotate tool. Yikes! This makes the grid effectively useless for lining up layer translations. Does anyone know of a way to disable this grid movement? I think this must be either a bug, or a mistake. It stays put for point movement, but I want to use layer translation for this part of what I'm animating.

Make a screenshot of the grid and import that image as bottom layer.

Clever idea; I hadn't thought of that. Actually that could be very useful. You could enlarge or shrink the grid to exactly the size needed, reusing the image of the grid over and over.
