To move a character at a certain time you need to create a keyframe at that certain time for the initial position. Later in time just insert other keyframe for the last position.
Example:
Create your character at frame 0 as I suppose you have done. If using point movement only then select all the points and go to the frame were you want the animation start. Make a right click at the selected points channel (the red one) and insert a new keyframe (alternatively you can make a click on the main window using the move points tool). It would produce a copy of the keyframes of the selected points at the frame were you have the cursor. Then go to other frame later and modify the points position as usual.

Remember you have to animate objects FROM a frame TO another frame so always have to take account the frame on the left for the selected objects (same apply to bones, layers, camera, ...)
