So that means only bones applied on the vector layers can be edited to move independently with the Region Binding?

I know that the drawing tools in anime studio are more advanced etc, but it takes too much time for me to draw a character using anime studio instead of paint, thats why I want to find a way how the thing with independently animation of body parts works with imported images as well.

It's the other way round - only in a vector layer some parts may be bound to one bone and some other parts to another bone.
As for drawing vectors vs. drawing bitmaps: as long as you rely on images, your animation will always be cutout animation - which is totally OK. If you really need smooth joints and lines that bend, you need to work with vectors.
But you don't have to decide right now. Starting with cutouts is a good way to learn animation.

Ok a big thanks you helped me a lot today, I gotta learn the "other way round" then. I think that vector animation is too advanced, so only big companys work with it, since I work by myself only cutout would be great, just gotta learn how to do the same with independent body parts animation as the vector does, even though it will look cutout ^^
