When ever you place a key frame the motion starts from the LAST key frame of that bone.

Imagine you are on frame 100 and you move or rotate a bone or layer. That creates a "key frame". That key is the END of the motion, it STARTS moving at frame 1 or what ever the last key frame was before frame 100. If you don't want it to start moving on frame 1 decide WHERE it should START moving and copy/paste the key from frame 0 or the last key you placed, to THAT frame.

Anime Studio had no idea where the heck you wanted the motion to start. All it knows is you moved something on a frame. So it morphs that motion from the LAST key frame to the NEW position.

"Not moving" needs a key frame the same as "moving". Any action or motion of something needs or has two key frames, the start and the end. If the starting point should hold for a set number of frames then you need a copy of that key a set number of frames before it so it doesn't move.

I call this misunderstanding by beginners "Psychic Key Frame Syndrome". Many people expect animation software to read their minds somehow and know where the motion should start when they've only given it and end key.
