You have the Power to For fill Your dream no one can do it for you. Never Give up.
There are two kind of layers in Anime Studio:
Layers that can contain other layers (bone layer, switch layer, group layer and particle layer). Let's call them containers layers.
Layers that hold the images (vector/raster or 3D) itself (vector layers, image layers, 3D object layers). Let's call them stuff
A container layer doesn't produce any visual render is it doesn't contain a stuff layer inside. Container layers can hold other containers layers as well but at the end they need almost one of the stuff layers to produce render results.
Layers are rendered as if they were in a stack (from bottom to top). Like if you have a stack of transparences liying one onto the other.
Group Layers are the most general container layer that exits. It holds layers inside and its parameters affects to all the layers that are inside it.
Bone Layers are just a special kind of Group layers that have bones. Switch Layers are specialized bone layers that only show one of its child layers at one time.
On the other hand Particle Layers are a special kind of layers that renders multiple copies of the layers that holds by some special rules.
So, to put a character over the background just create a new Vector layer and place it over the background layer. Don't draw the character inside the background layer if you want to have an easy animation.
For further information please read the build in help and do all the tutorials. They are worth.
